If you listen to the sounds background when the bluesmobile is pulling up to the church you can hear a siren, up until the car is parked.
I'm trying to figure out if they were like, a bad neighborhood joke, or if it was the Bluesmobile making the sound.
Does the Bluesmobile still have sirens on it?

Not the best at these but personally, I think its just background noise. A car or something getting pulled over in the background. Being the movies shot in the "bad" areas of town, its just ambiance. It doesnt sound loud enough to be on the blumo

I completely agree w/ you.
My answer was going to be... "Ambient noise".
I believe that it is a distant (yet distinct) sound, to establish the overall setting of the scene.

In "real" life sirens are removed along with lights before these cars go to auction... I still remember taking my Crown Vic in for her inspection (on the way home from picking her up!) and being told she didn't ven have a horn, as she'd been outfitted with a siren that had since been removed but didn't have a stock horn at all.

I always wondered about this too, didn't loose any sleep over it. Becase the car is a police vehicle and pulls up right as we hear it the idea does come to mind when we watch the new version.
