I found this page that has all of the 1974 technical service bulletins released by Dodge,
including several specifically for the Monaco.

I had the same question.

From what I have been able to find out, NYC had a law that car horns had to be switchable
from loud.. to quiet, depending on whether you were driving in the city or the country.
(They had to be quieter in the city)

... The law lasted only one year.

talks about a city/country horn in 1946:

but it does look like there was something specific about 1974.
