Several options here. Any good racing school would give you the skills (Bobby Bondurant, etc.). I was a cop, so I attended Emergency Vehicle Operator Course (EVOC) which would give you the skills. Protective Services School also teaches "aggressive" driving. As a buddy of mine once said, "speed is just a question of money; how fast can you afford to go?"
