Flip, Flop and Fly

Elwood's harp intro to Flip, Flop and Fly on Briefcase Full of Blues confuses me. This is one of my favorite harp pieces ever as it's the very first song I ever remember making me want to play the harp. Now that I am playing the harp I'm wondering what key he's using. Everyone says Eb but my Eb sounds way too high for that intro.
Is he playing a low pitch Eb?

I've actually always played that on a Bb (but in first position for a change!), with pretty good luck....
