Yes, you can buy a PAL VHS Video of 'Return of the Blues Brothers', featuring Elwood, Mack and Zee Blues at the House of Blues.
You can view a video clip here
(Search for Soul Man live at the House of Blues)
You can find the video in the Blues Brothers Store.

There's also the "On Parole and in Concert" that was on VH1 and the Superbowl XXXI performance. They also did the "Global Dreams" benefit back in 1995 or 1996 that was on TV.

Brother Zee was not in BB2K because of contractual obligations elsewhere. As I understand it, he was originally slated, and the BB Superbowl show (as performed) was gonna be a plot for BB2K, which would include footage of the Superbowl Halftime Show, but there were technical problems (including a couple of deaths at the rehearsal, IIRC, involving 100 bungee jumpers that were all dressed like Jake and Elwood) and *then* Jim Belushi was filming a TV series or another film and was scheduled to be unavailable during the shoot.
Maybe, just maybe, he'll make it for the just-announced 3rd BB Film???
