No! First of all he dosn't look like Belushi and Steve Martin is doing a spoof on Michael Jacksons "Billi Jean"
which was released in 1983. At this point John was allready dead.

It's a pre-skit from the first episode of "The New Show", produced by the same people as SNL. The YouTube description says:

The person in the coat is Dave Thomas, from SCTV/ The Great White North.

Thanks for the memory, I remember that when it was originally aired.
