Right this is what Danny Gotlieb says
Steve Jordan was playing Saturday Night Live at the time, I think, and there was some part of the movie contract that was not to his liking (I think the story goes), and he decided to turn it down. That is when the got Willie Hall to play the part.
Again- I'm not 100% sure, but I think that is how the story was told at the time.

Tom Scott...im pretty sure it was a contract disagreement with him.
