i uh think they just thought it would be a nice joke to see the cops or the nazi's looking for Elwood and ending up at Wrigley Field

yeh, prolly just a prank, so he woodnt get caught, but they prolly pulled it out to be funny, like if you put your address down as the richard j daily plaza
