When you say bass - do you mean the full chromatic orchestestral style bass harmonica, or the superlow keyed, regular sized 10 hole diatonics?

Orchestral Octave Bassharps are v. big, heavy, weird to play (blow only) and very expensive. I got a really cheap one ($250... trust me that's cheap for one of these) from this guy who shipped it to the UK.

It's Chinese made and was in need of a little tinkering to make it playable, but I bought it out of curiosity. It'll suit me fine for learning bassharp.

The superlow Seydel harps I've been talking about in another thread are just regualr diatonics, but with a rich bass tone. I gave some links for getting hold of those. Seydel aren't well established in the US from what I can gather, but they will be all over the place soon. They make beautiful harmonicas - best off-the-shelf harps I've played. IMHO they beat Hohners and Lee Oskars hands down.

As for electric, this is all i know of

there's a US distributor listed, I guess that'll be wholesale, but they'll know which stores near you have them.

Again, just my 2 cents worth, but I'm not convinced by these electric harps, tho' I've never played one; I'm just not sure how it can be better than a good harp and a good mic. They've just started appearing in stores here in the UK (it's a UK company that makes them) I might buy one to try - dunno. If you get one be sure to let us know how it plays
