For a while now while watching the first few minutes of the film, I've come to notice that the guards Jake and his "guardians" pass by on the way out seem to be a little too stiff for their own good--indeed, that they might not in fact be real guards at all. Can anyone here confirm or deny that Joliet is indeed staffed there by stuffed statues?

at the time of filming there joliet aka" the charm school ", was a fully operational prison . they did have real gaurds there walking watching and carrying real loaded weapons,
the gate jake exited from was not in use for years but they talked the prison into using it , the gaurds you see walking are real , also every one you see in the cells and the voices you hear while jake is being take out are all real prisoners of the facility . i cant say for the closing number ,but i belive that could have been staged on a sound stage some where , joe walsh may be a little crazy , but i dont think even he would be in a chow hall full of real prisoneers.
joliet was , the place where most of illinois worst people wound up at , one time or another , joliet was not a nice place to wind up at .

Prison Break just started here 2 days ago. Joliet Correctional hasn't changed much

It just seems that several guards seen from a distance, namely the two flanking the huge door Walter Levine whistles to open, and those standing atop the gate Jake walks out of, don't appear to move at all and hold their guns in the same posture.
